Qualification achievement rates (QAR) 2017 to 2018 – provisional data update

Thank you to those who have provided feedback on the provisional QAR 2017 to 2018 data and raised queries.

We have identified a minor issue affecting the QAR calculation and a minor defect with the reports; further details of these are below. We will republish the data extracts and reports for all providers later this week. You will see the republished files as version 2 on the Hub.

Some providers have also queried why they have data extracts but no reports. This is because the reports are only generated for providers who had leavers in 2017 to 2018, but the data extracts provide data and trend information for three years (2015 to 2016 through to 2017 to 2018). If you do not have a report but believe you should have received one, please contact the service desk and ask them to pass the query onto ‘ESFA Business Operations QAR’.

Known issues:

• In the QAR calculation, the change to the rules relating to transferred aims is not correctly excluding the aims below:

the ‘transferred from’ learning aim has a Learning actual end date that is the same as the Learning start date for the ‘transferred to’ aim

transfers in the 2017 to 2018 R14 ILR with a Learning actual end date in 2017 to 2018, and the corresponding ‘transferred to’ aim recorded in the 2018 to 2019 R04 ILR with a Learning
start date in 2018 to 2019 that is within 120 days of the previous aim’s Learning actual end date

• In the education and training (E&T) report, the Provider Rate column on the ‘MS Qualifications’ tab is displaying the retention rate instead of the achievement rate.
We will correct these issues in the republished version.

To submit a query relating to the provisional data, please complete a data query form, email this to the service desk and ask us to assign your query to ‘ESFA Business Operations QAR’.

You cannot request fixes or adjustments to your 2017 to 2018 individualised learner record (ILR) data.

    I am seeking clarification on the following:

    If a learner is undertaking functional skills qualifications and does not complete the programme as they have secured employment, how does this affect the Qualification Achievement Rates? Does this have a negative impact or is it neutrally scored?
