    With regards to AEB learners I understand that they have to be 19 on 31st August to be eligible for the funding, but with regards to the prior attainment for 19-23 for legal entitlement do the learners have to be 19-23 on the 31st August or is it ok if they turn 24 before the course starts as this changes the criteria re prior attainment.

    Any guidance on this would be appreciated.

    The age of the learner is at the start of each learning aim, those who are over 23 at start would then be 24+ and not 19-23.

    Martin’s right, but “under 19 on 1 September” trumps “age on start date” where providers have both kinds of funding.

    So a learner starting in January who only turned 19 in November would be Funding Model 25, not 35.
