    Hi,

    If you have a learner undertaking the second year of a programme of study where they turn 19 by the start of the second year and wish to do english and maths because they’ve not yet attained a 4, do you count these hours in the study programme and record it as FM25 or as the aim is started when they are 19 should it be FM35?

    Help, and info on which guidance to look at would be gratefully received

    Treat it as part of the study programme. There is an expectation students are only funded through one ESFA funding model (para 67 of Funding Guidance for young people). The study programme start date is based on their earliest learning aim start date so it doesn’t matter that English and maths start in their second year.
