I am just trying to get to grips with paragraph 305 in version 2 of next year’s funding rules.
It states that if a learner does not have a level 1 in English or maths before they start they must be offered level 2 functional skills or GCSE. It then states that they must achieve the English and maths set in the framework.
Further on it states that the offer must be recorded in the learning agreement.
So, we start a learner, enrol them on L2 but enter them for L1 tests when ready (which won’t be funded)?
If a learner does not have level 1 they are required to complete the level 1 as part of their framework requirement.
If they complete it before the end of their programme they must be offered the opportunity to progress to level 2 and that offer must be recorded in their ILP.
If they start their apprenticeship and already have a level 1, they must be enrolled onto level 2, but are not required to complete it to obtain their framework. Funding will still be obtained for this level 2 whilst undertaking the aim.
Just a quick question. If the learner has not completed/acheived the level 2 functional skill, as part of an intermediate framework, and the framework is achieved. How is the level 2 captured so as not to affect the success rates?
Ok, I might be over complicating this ….. But if you are claiming funding for the Level 2 ….. How do you end the level 2 aim, which is not completed/achieved, when the famework achieves? Would you submit/claim for the level 2 as a stand alone aim?
You would put the functional skills aim in as a subaim of the apprenticeship. You can withdraw a learner from a aim and they still have full framework achievement. Just put completion status = 3, withdrawal reason = 97 and outcome =3 on that specific aim.
You will not generate a achievement payment for this aim but all your other aims will and they class as a framework achiever.
