    Hi

    We have an 18 year old full time employed 37 hours a week wanting to do an L2 NVQ cert part time. They have their Functional Skills already. So, would they be eligible for an (EFA) study programme for their part time learning? We’ve read the rules and some documents on raising the participation age, and are confused. Any thoughts?
