I am confused about English & Maths requirements on Level 2 Apprenticeships.

I have looked at “Acceptable current and prior equivalent qualifications for English and maths minimum requirements in apprenticeships standards and frameworks at level 2 and above” and GCSE Grade 2/Functional Skills Level 1 are listed as “Minimum acceptable grade”.

If a learner has a GCSE Grade 1, I thought that was counted as a Level 1 pass and they would be expected to study and take assessment for Level 2 (GCSE or Functional Skills).

Do they actually need to achieve a Functional Skills Level 1 Pass/GCSE Grade 2?

From the funding rules: English and maths qualifications of at least level 1 (functional skills level 1 or GCSE grade E or 2)
