Where delivery is at more than one location, record the postcode of the location at which the majority of learning is delivered.
Where provision is delivered away from a learning centre, for example distance or e-learning, the following code should be entered: ZZ99 9ZZ.

Okay great thank you just so that I understand fully on the ILR where it says delivery location if it is online then it should be what you put above that then indicates online
For anything that is a mixture, I’d go for the delivery location that isn’t their house!
Pure distance/online is interesting. The ALL Rules only mention “distance learning” in the glossary, it doesn’t describe or proscribe anything else (and we know there’s been distance learning delivered by Loans since the beginning). The only caveat about delivery postcode is it must be in England, but when we look at the ILR specification it says to use ZZ99 9ZZ for distance learning… Not sure how that would go down on a LAFIL though and would tend towards the learner’s home address…

The problem with using the ZZ99 postcode (for AEB that is, not ALL) as the delivery location is that you loose the Area Uplift dont you….
Yup, no real way round it…
If required the uplift factor is between 1.01 and 1.20, otherwise we default the factor to 1. We base the uplift on the ‘Delivery location postcode’ recorded in the ILR. As the delivery location of distance and e-learning provision is not set, we default the area uplift factor to 1.
