    The ESFA want to better understand the burden it places on you and other Providers when requesting the data that we need to support your funding. But we can‘t do this without your input.

    We need your help to understand what challenges you face when asked to submit data, and if some types of information are harder to supply than others.

    Sessions will be taking place from 2nd-6th November. Sessions will be remote and will last about 40 minutes.

    One really obvious burden this year is the need to get an employer signed up on DAS before an Apprentice can start. You may say this is the Employer’s problem and HMRC’s, but the burden on Providers to hand-hold and try to get an Apprentice started cannot be underestimated (and it is the ESFA’s rules that are causing this).

    If the process allowed for an Apprentice to start with an Employer and a Provider when they are both ready and without the need for the DAS registration (ie allowing it to be back-dated) then this would be an immense relief to all those struggling with this.

    Another issue is the speed with which the ESFA respond to certain issues – please see http://feconnect.education.gov.uk/forums/topic/apprenticeship-service-completed-status where an issue was raised in April (Steveh’s posting mentions problems “last month”) and it took until October to get a resolution (assuming that it is actually fully resolved). The gaps between communication do not engender confidence – please see the postings in that thread. The burden on Providers is wondering whether they will ever get resolved and/or paid and having to re-check every month whereas the perceived urgency from the ESFA is low.

    Here is another example of where the data fed back from the ESFA is costing a large burden on Providers trying to decipher it: http://feconnect.education.gov.uk/forums/topic/p13-reconciliation-in-p2-remittance – this same issue has come up many times before in previous years.

    One simple solution would be to have separate Remittances for each Return (ie one for R02 and a separate one for R13 in this example).
